CHARLESTON, W.Va. — David Sneed, an educational planner for Project and Construction Services Inc., will replace Mark Manchin Tuesday as the West Virginia School Building Authority’s next executive director.
Gov. Earl Ray Tomblin announced the appointment Monday, saying he is confident Sneed’s experience will help him serve in his new role.
Sneed, who has more than 35 years of experience in the public and private sector in West Virginia, served as the authority’s chief of architectural services from 1990 until 2012, as well as Kanawha County’s director of school planning.
Sneed, a graduate of West Virginia State University and the recipient of the Council of Educational Facility Planner’s award for outstanding education planning, was integral in creating guidelines and procedures that are still used by the authority and architectures across West Virginia.
