No-permit carry bill vetoed, override expected

CHARLESTON, W.Va. — With dozens of law enforcement officers in attendance, Gov. Earl Ray Tomblin vetoed HB 4145, the gun bill that would allow anyone to carry a concealed deadly weapon.

In his veto message, Tomblin said those law enforcement officers had “voiced overwhelming opposition to this bill.

“In light of their concerns and in the interest of public safety, the exercise of my veto power is appropriate,” the message said.

The governor also pointed out that the $50 tax credit for training in the bill “is ill-advised and unclear.”

“Not only will the tax credit have a negative fiscal impact on the state’s budget, it will be difficult for the State Tax Department to administer…
