Mingo County taps its rainy day fund to pay jail bill

WILLIAMSON, W.Va. – At Wednesday’s regular meeting of the Mingo County Commission, the commission approved a motion allowing the transfer of $425,000 from the Rainy Day Fund to the Coal Severance Fund to allow the county to meet obligations for the current fiscal year.

Tina Lockard, Commission Assistant, made the request for the transfer to the commission stating, “I have prepared a final budget revision to bring our revenues and expenditures in line. Plus, I would like to ask permission to transfer $425,000 from the Rainy Day Fund to the Coal Severance Fund to pay our Regional Jail Bills…”

Lockard continued stating, “I only have $700 in the Coal Severance Fund.”

Commissioner John Mark Hubbard responded stating, “We have no choice but to pay it.”

The discussion continued, with Commissioner Diann Hannah stating that the state and municipalities should have some responsibility for paying the Regional Jail Bill. The commission also discussed the amount of money that would be left available in the Rainy Day Fund…
