CHARLESTON, W.Va. — The bill that would erase the state Department of Education and the Arts and the position of its secretary, Gayle Manchin, while sending its agencies elsewhere in state government, is set for a final vote in the state Senate Friday — the day before this year’s regular legislative session ends.

The bill (House Bill 4006) passed amendment stage Thursday, over Democrats’ continued arguments that the bill could endanger programs currently under the department.

Ron Stollings, D-Boone, unsuccessfully advocated on the Senate floor to remove the bill’s sections eliminating the secretary of arts and education position, and to preserve the department’s “important functions,” save for the Center for Professional Development. He said if the bill passed unamended, he was particularly concerned about its possible impact on the Division of Rehabilitation Services, one of the department’s current agencies.
