Delegates, special guests echo cautious optimism following Gov. Justice positive State of the State address

CHARLESTON, W.Va.  — Enthusiastic optimism was the prevailing theme of Gov. Jim Justice’s State of the State address Wednesday night in Charleston, said many of those in attendance.

“I’ve thought a lot about what has happened in the last 12 months,” Gov. Justice said to the joint legislative session in the House of Delegates. “You can’t fathom how dire it was, and you can’t fathom how promising it looks.”
