CHARLESTON, W.Va. — A bill establishing the Municipal Home Rule Pilot Program as a permanent state program was approved by the W.VA. Senate Government Organization Committee on Friday.
The committee also approved bills dealing with White Sulphur Springs finances and making records of some construction wages confidential.

S.B. 432 – Relating to municipal home rule was approved and moved to the Senate Judiciary Committee. The bill would establishing the Municipal Home Rule as a permanent program identified as the Municipal Home Rule Program and provide for continuation of plans and amendments approved during Municipal Home Rule Pilot Program. Senators Ed Gaunch, R-Kanawha; Ryan Weld, R-Brooke; Greg Boso, R-Nicholas; and Glenn Jeffires, D-Putnam; sponsored the bill.
The bill now goes to Senate Judiciary on second reference.
The Committee passed S.B. 500 – Authorizing City of White Sulphur Springs to expend principal and interest from special interest-bearing fund, which deals with all moneys received by the city of White Sulphur Springs from the sale and exchange of real estate in a deed of exchange between CSX Hotels, Inc., a West Virginia corporation and the city of White Sulphur Springs, dated December 27, 1984.
The bill was sponsored by Senators Stephen Baldwin, D-Greenbrier; Kenny Mann, R-Monroe; Michael Woelfel, D-Cabell; Robert Plymale, D-Wayne; Gaunch and Jeffries.
The bill now goes to Senate Finance on second reference.
The committee passed S.B. 474 – Requiring that certain documents filed pursuant to WV Jobs Act, which include records of wages be considered confidential; which primarily deals with certified payrolls on West Virginia Jobs Act work.
SB 474 requires that certain documents that include records of wages be considered confidential; prohibiting governmental entity that requires private company contracting with, or seeking to contract with, a governmental entity for a construction project to submit any document that includes records of actual wages paid to employers from disclosing document or information contained therein to any other entity or person; permitting disclosure of such document or information to state or federal agency; providing that any such document containing records of actual wages paid to employees shall be considered confidential and proprietary and may not be considered a public record; and other items.
