CHARLESTON, WV – Gov. Jim Justice issued a proclamation today ordering that all West Virginia State flags displayed at the Capitol Complex in Charleston and at all State facilities throughout Mason County be displayed at half-staff from dawn to dusk on today, Nov. 3, in commemoration of the distinguished life and service of former Delegate James M. Casey.
