CLARKSBURG, W.Va. — The preliminary resolution that will be at the center of Thursday’s special meeting of Clarksburg City Council details three categories of allegations relating to the performance of City Manager Martin Howe.
According to the text of the resolution, the categories are: urban decay, misappropriation of funds and unprofessionalism.
Mayor Ryan Kennedy, who said he drafted the resolution, said he has evidence and documents to back up the allegations. …
