Potomac Highlands Airport Authority to discuss open meeting laws in closed session

WILEY FORD, W.Va. – The Potomac Highlands Airport Authority is planning to go into executive session at the conclusion of their regular meeting Thursday evening to discuss procedures in regard to open meetings laws.
Last month, Del. Gary Howell questioned the legality of the actions of the bi-state group, which meets on West Virginia soil and oversees the operation of an airport located in West Virginia, but operates under Maryland meetings laws.
The authority, which is composed of four representatives of Mineral County, four representatives of Allegany County, and one representative of the City of Cumberland, had previously maintained that it was stated in the pact between the two states that Maryland law would prevail. They therefore decided – at the advice of their Cumberland-based attorney – to operate under the jurisdiction of the Free State.
After Howell questioned that in June, however, the authority took an official vote on the issue – holding their ground that Maryland law would prevail.
