West Virginia Sen. Capito calls federal grant freeze a ‘ripple’ in new administration’s transition

WASHINGTON (WV News) — Confusion over an order to pause all federal loans and grants this week is a “ripple” caused by a new administration getting its footing, Sen. Shelley Moore Capito, R-W.Va., said Thursday.

“This is just a ripple — a large ripple, I’ll grant that — and we will even it out,” Capito said. “Spending will be in the hands of Congress. The administration can cut and give us recommendations to cut, but really it’s our responsibility to put those desires into action.”

The Office of Management and Budget (OMB) issued a memo Monday announcing a freeze on all federal loans and grants. The measure was temporarily blocked by a judge just before it was set to go into effect, and the memo was later rescinded entirely.

The freeze could have impacted trillions of dollars in federal funds, which support programs ranging from school lunch initiatives to nonprofit organizations.
