West Virginia lawmaker plans to refile suit over governor’s residency

CHARLESTON, W.Va. — Del. Isaac Sponaugle, D-Pendleton, says he plans to refile a lawsuit over West Virginia Gov. Jim Justice’s residency.

Justice, a Republican, lives in Lewisburg. The West Virginia Constitution says governors “shall reside at the seat of government during their terms in office” and defines that seat as Charleston.

Sponaugle had filed a lawsuit over the governor’s residency in June. His filing referenced “certain scandals, mismanagement of public moneys, lack of communication among state agencies and and a decrease in general productivity of state government.”
