West Virginia Gov. Justice announces 4% cut to personal income tax, pushes for more

CHARLESTON, W.Va. — Gov. Jim Justice announced Thursday that state revenue collections in Fiscal Year 2024 were enough to trigger an additional 4% decrease in West Virginia’s personal income tax rate.

While making the announcement, Justice reiterated that he doesn’t want to stop with the additional 4% cut, noting he plans to call a special session of the Legislature soon.

“You will absolutely be getting a 4% reduction on your income tax,” he said. “I’m calling everyone back in. … I want them to be able to do another 5%.”

An additional 5% cut would result in a total reduction in West Virginia’s personal income tax rate of more than 30% since Justice signed House Bill 2625 into law in March 2023. The cut also would bring the state another step closer to Justice’s goal of eliminating West Virginia’s personal income tax entirely.

“There is nothing that’s going to drive population, opportunity (or) economic growth for this great state more than getting rid of our personal income tax,” Justice said.
