CHARLESTON, W.Va. — Ethics Commissioners Thursday wrangled with the fairly common practice of state agencies and other public bodies using public funds to provide staff and officers with working lunches or dinners.
“This is paramount. This is a big deal for state agencies and state employees,” Commissioner Betty Ireland said of the issue.
Dealing with separate requests for advisory opinions seeking guidance on the appropriateness of using public funds for such meals, commissioners concluded the Ethics Act is unclear on whether that would constitute illegal use of public funds for private gain.
