CHARLESTON, W.Va. — The West Virginia Department of Commerce in 2017 entered into six illegal contracts, totaling $18 million, with the accounting firm Horne LLP, which specializes in disaster recovery and grant management services, a legislative auditor told lawmakers Sunday at the June interim Post Audits Subcommittee.
The governor’s office is currently negotiating a new $9.7 million contract with Horne to provide flood recovery services.
The report focuses on RISE West Virginia, a program funded by the United States Department of Housing and Urban Development (HUD), to address recovery from the devastating 2016 flood.
