CHARLESTON, W.Va. — Gov. Jim Justice today issued a proclamation in accordance with the Presidential proclamation ordering that all United States and West Virginia State flags on all State-owned facilities throughout the state be displayed at half-staff immediately until sunset on Wednesday, Oct. 31, 2018, as a mark of solemn respect for the victims of the senseless act of violence perpetrated at The Tree of Life Synagogue in Pittsburgh, Pennsylvania, on Oct. 27, 2018.
