Gov. Jim Justice’s proposal called for a 5 percent pay raise for teachers and school service personnel and a 3 percent for state employees. Upon receiving revenue estimates on Wednesday, the House of Delegates suspended procedural rules and passed an amended version to include West Virginia State Police in the 5 percent raise. The vote was 98-1.
