CHARLES TOWN, W.Va. — Citing a zoning code restriction related to historic properties, the Jefferson County Historic Landmarks Commission voted unanimously to recommend against the concept plan approval for a controversial water bottling facility planned for the site of the old 3M factory in Middleway.
According to Addison Reese, the landmarks commission’s acting chair, the commission has likely never recommended that the Jefferson County Planning Commission deny a concept plan for a development as large as the proposed Mountain Pure water bottling facility, which may have a physical footprint up to one-million square feet and employ up to 160 workers.
