MARTINSBURG — Beginning this month, new home construction in Martinsburg will come with an added cost, as the Berkeley County Commission implements impact fees aimed at supporting local infrastructure and services.
The fees, which took effect Nov. 1, apply countywide and are intended to make sure that new construction contributes more to the infrastructure it depends on. County officials said the move is part of a broader effort to manage record growth in Berkeley County.
Under the ordinance, developers will pay $5,500 for a single-family home, $3,857 for a multi-family unit and $4,122 for a mobile home. The county has also created a discounted rate for “affordable” housing, defined as new construction appraised at least 10% below the median housing value on the state’s annual Residential Housing Index.
