HARPERS FERRY, W.Va. — The Jefferson County Commission voted unanimously Aug. 1 on the final approval on financing assistance to create a special Tax Increment Financing (TIF) District in Harpers Ferry for the pending Hill Top House Hotel resort project.
The TIF District, which has been in process for years, will allow the SWaN investment group that owns the property to receive a county bond to cover construction costs and then to repay the bond with taxes on the increased value of the property that it would otherwise owe to the county.
Laurel Ziemianski, the Hill Top’s project manager, said SWaN still needs to draft and sign the bond agreements with the county commission, a step she expects to happen sometime this fall. She said construction of the new resort will begin “quickly” after that, but could not give a specific time frame. She estimated the project will be under construction between 18 months and two years from the time of groundbreaking.
