CHARLESTON, W.Va. — A new traffic signal for Justice Row — the access road to the bottom of the Carriage Trail, across the South Side Bridge from downtown — caused a few headaches this week when drivers from Bridge Road confused it for their signal, a city traffic official said.

The issues stemmed from the type of signal used for Justice Row, which runs parallel to Ferry Street toward the South Side Bridge, said George Robson, the city’s assistant traffic engineer…
