House passage of Pain-Capable Unborn Child Protection Act celebrated at Capitol

Wanda Franz, president of West Virginians for Life, a nonprofit public-service organization that works to promote the protection of human life, Wednesday presents House Speaker Tim Armstead, R-Kanawha, with a large stack of signatures gathered in support of HB 2568, the Pain-Capable Unborn Child Protection Act. Armstead and Franz gathered with dozens in the Capitol's lower rotunda Wednesday to celebrate the bill's 87-12 passage in the House of Delegates Wednesday. The bill will now move on to the Senate.
