Death raises critical questions

WHEELING, W.Va. — The video recording that shows Perry Galloway Jr.’s last minutes on earth is gut wrenching and heart breaking. Every law enforcement officer and official in the Ohio Valley should view it.

Galloway, of Wheeling, died March 31, 2015 after the car he was driving was pulled over by an Ohio Highway Patrol trooper on Interstate 70 in Guernsey County. Much of what happened is shown in a video recording from a camera in the trooper’s cruiser.

The trooper apparently suspected Galloway had illegal drugs in his possession. He summoned two other troopers and placed Galloway in the back of his cruiser while the Wheeling man’s car was searched. Nothing illegal was found.

Galloway told the troopers he was diabetic and had heart stents in place. At one point, the officer showed concern for Galloway, asking him if he needed an ambulance…
