Ceremony held in Elkins for 23 new citizens

The 23 individuals hailed from Ethiopia, Ghana, China, the Dominican Republic, Haiti, the Philippines, El Salvador, Burma, Finland, Peru, Thailand, Ecuador, Sierra Leone and Eritrea.
